Any person who is in default in the payment of any charges or fees provided in this chapter and on whom demand therefor has been made, is hereby prohibited from accumulating or permitting the accumulation of garbage and rubbish on or in the premises occupied by the person, and any accumulation of garbage and rubbish in violation of this section shall constitute a nuisance, and the person who wilfully violates the provisions of this section is guilty of an infraction, punishable as set out in Section 1.04.060 of this code.
