It shall be the duty of every person whose garbage and rubbish is removed pursuant to the provisions of this chapter to pay the charges and fees prescribed in this chapter and any failure to pay the charges and fees, after demand is made therefor, shall constitute a breach of contract and the person guilty thereof shall be liable and may be sued for the entire amount due therefor, together with all costs of collection.
