The garbage collector shall have the right to demand, in writing, the payment in advance of charges for the collection and removal of garbage and rubbish covering a period not to exceed three months, and upon the refusal to make such payments on demand, the garbage collector may refuse to collect garbage and rubbish from the premises of the person refusing to make the payments in advance.
