On the failure to make the demand for payment of garbage collection charges in advance as mentioned in Section 8.16.270, all charges for the collection and removal of garbage and rubbish shall be due and payable the first of the month following the collection and removal. Whenever the collection and removal of garbage and rubbish has been made for less than one month preceding the first day of the month following the collection and removal, the amount of charge shall be one-half of the regular monthly charge if the period of the collection is less than one-half of one month, and shall be the entire amount of the monthly charge if the collections have been made for more than one-half of the preceding month.
