The maximum charges and rates for collection and removal of garbage and rubbish from business establishments shall be set from time to time by resolution of the city council. The resolution shall provide a monthly rate for regular daily collection, except for Sundays and holidays, for containers not exceeding thirty gallons in capacity. In addition, it shall provide for a cubic yardage rate and a weight rate for garbage and rubbish of a bulky, weighty, or other nature which makes it inconvenient and impractical to place the same in a thirty-gallon or lesser-sized container.
