It is unlawful for any person, firm or corporation to collect and/or remove or cause to be collected and/or removed any garbage, refuse, rubble, rubbish, or debris within the city contrary to the provisions of this chapter. The provisions of this chapter shall be enforced pursuant to Chapters 1.10 through 1.15 of this code. Any such person, firm or corporation violating or causing the violation of any provision of this chapter shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine not exceeding one thousand dollars, or by imprisonment in the county jail not exceeding six months, or both.
