The city council shall have the right to amend this chapter from time to time in any way determined by it to be desirable, including changes in the charges and rates for collection and disposal of garbage and rubbish, and shall not be liable to the contractor on account of the changes; provided, however, that in the event that any amendment affects the operations of the contractor, the contractor may terminate the contract with the city, upon giving written notice to the city council of such termination, within thirty days prior to the date of termination.
