It is unlawful for any person to throw or cause or permit to be thrown, placed or deposited into the Petaluma River or any tributary thereof, or any channel leading into such river in the city, any rubbish or indissoluble matter whatsoever.

It is unlawful and a public nuisance for any person to discharge or cause or allow or permit to be discharged into the Petaluma River, within or upstream from the boundaries of the city, any sewage, slops, urine, dung, excrement or other feculent matter, or any feathers, flesh or dead animals, or any kind of industrial or other wastes or waste matter, whether soluble or insoluble.
