It is unlawful for any person to deposit upon any lot or block of land, street, lane, alley or court within the limits of the city, and sweepings from any shop or store, or any paper, feathers, straw, broken glass or crockery, rubbish, garbage or manure, or any other debris of any kind, character or description; provided, however, that nothing in the provisions of this chapter shall be so construed as to prohibit the depositing upon any lot or block of land within the limits of the city, after first having obtained the consent of the council to do so, broken rock, brick, sand or gravel or any dirt clean and clear of any refuse matter or garbage, where the same is so deposited for the purpose of filling in the lot or block of land.
