In approving; conditionally approving; or denying a tentative parcel map; the planning director and city engineer shall make the findings set forth in this chapter for tentative maps. The decision of the planning director and city engineer shall be final unless appealed to the planning commission by any interested person within fourteen calendar days of the date of the decision.
