Every public utility engaged in the business of delivering, furnishing or supplying to the city, or the inhabitants thereof, any of the services mentioned in Section 14.32.010 at the time of the final passage of the ordinance codified in this chapter shall file in an office maintained by it in the city, or in the office of the city clerk, a complete, detailed map or plat of all of the underground pipes, conduits, or other underground works, owned or controlled by, or constituting the underground system of such public utility, showing and designating thereon, clearly, the exact location of such pipes, conduits or other underground works under any street, alley, lane, gutter or sidewalk in the city, the size or dimensions thereof, and also the depth thereof below the surface of such street, alley, lane, gutter or sidewalk; provided, however, that in addition thereto any public utility engaged in the business of furnishing, delivering or supplying water to the city and the inhabitants thereof shall also show upon such map the date of the installation of its underground pipes and also the kind of material thereof.

Any public utility which shall after the final passage of the ordinance codified in this chapter commence or begin to engage in the business of public utility in the city shall, on the first day of January or the first day of July, whichever comes first after the commencement of such business, file the required map or plat and shall thereafter comply with each and all of the requirements of this chapter.
