"Public utility," wherever used in this chapter, means and includes any person engaged in the business in the city of delivering, furnishing or supplying heat, light, gas, power, electricity, steam, water, telephone or telegraph service, railway or transportation service, or any other kindred public service to the city or the inhabitants thereof.
