14.16.020 Investigation—Recommendations by police chief.

Upon receipt of an application for a certificate for the operation of automobiles for hire in the city, the Central permit bureau shall refer the same to the police chief, who shall investigate and report in writing to the city council the following matters:
A. The financial responsibility and experience of the applicant;
B. The probable effect of granting the application upon traffic and parking problems and upon public safety;
C. The character and fitness of the applicant;
D. The mechanical condition, the safety, the cleanliness and appearance of the vehicle and the equipment to be used in connection with the operations.
