A. It shall be the duty of the traffic committee to suggest the most practicable means for coordinating the activities of the agencies responsible for administration or enforcement of traffic regulations, to stimulate and assist in the preparation and publication of special traffic reports, to receive complaints having to do with traffic matters and to recommend to the legislative body or other city officials, ways and means to improve traffic flow and administer and enforce traffic regulations.

B. In cases where a responsible city staff member has taken discretionary action which aggrieves any person affected by such decision, such person may appeal said decision to the traffic committee.
