It shall be unlawful for any person to establish or operate, or cause or permit to be operated, any cardroom establishment without first obtaining a conditional use permit as defined and set forth in Section 24.060 of the Petaluma Zoning Ordinance. Such permit shall not be denied on the basis that the business to be established is a cardroom establishment, if the establishment is in conformance with the requirements of this Chapter.
