Massage establishment owners and operators will be responsible for the conduct of all employees, contractors, volunteers and other persons who provide massage on the premises or through arrangements with the massage establishment. All persons working in or for the massage establishment will be considered under the control of the massage establishment for the purposes of this chapter, including independent contractors and unpaid volunteers. Any act or omission of massage professionals constituting a violation of this chapter will be deemed to be the act or omission of the massage establishment for purposes of enforcing this chapter.
