All applications for a massage permit must be accompanied by payment of the applicable fee established pursuant to this chapter, no part of which shall be refundable. The fee will be established from time to time by resolution of the city council and include amounts intended to cover the city’s costs of: processing, investigation, issuance, renewal, inspection, enforcement and administration of the permit requirements contained in this chapter, including but not limited to city staff time and costs and attorney’s fees and costs.
