This chapter shall be construed and applied so as to harmonize to the maximum, legally permissible extent with all applicable federal, state and local law. To the maximum, legally permissible extent, nothing in this chapter shall be construed or applied so as to create a prohibited conflict with any federal, state or local laws or regulations.
