It is the purpose and intent of the city council to continue to provide the highest reasonable level of emergency ambulance services to such persons within city who may be in need of such care. It is further the intent of the city council to ensure that such care shall be provided in a timely and professional manner on a continuous twenty-four hour basis by the Petaluma fire department as a municipal function.
