This chapter does not intend to regulate and shall not be interpreted to regulate any conduct the regulation of which has been preempted by the United States or the state of California. Nothing in this chapter shall be construed to render inapplicable, supersede, or apply in lieu of any other provision of applicable law. It is the intent of the city to supplement applicable state and federal law and not to duplicate or contradict such law and this chapter shall be construed consistently with that intention.
