A. Compliance with this chapter shall be monitored by the department. In addition, the city may designate additional persons to monitor compliance with this chapter. All licensed premises must be open to inspection by city staff or designated persons during regular business hours.

B. The department will have the right to enter tobacco retail license locations from time to time during regular business hours for the purpose of making reasonable inspections to enforce compliance with this chapter.

C. The city will endeavor to conduct at least one compliance check per twelve-month period that involves the participation of persons between the ages of eighteen and twenty to enter licensed premises to attempt to purchase tobacco products.
