The official collector shall have the right from time to time to apply to the city council for a change in rates and charges at such times as he finds that the rates and charges do not provide a fair and reasonable return or profit to him. His application shall be addressed to the city council and shall be supported by exhibits, in the form and with the data as may be required by the council, which shall among other things show the rates and charges requested.
