Tree trimmings shall be removed by the garbage collector and shall not exceed two inches in diameter nor five feet in length, and shall be firmly tied and bound together, and placed on the planting strip, or upon the property within five feet of the street right-of-way line, except where garbage and rubbish can be collected in alleys, when trimmings shall be placed near the garbage and rubbish can.
