Any provision, whether oral or written, in or pertaining to a rental agreement whereby any provision of this chapter is waived or modified, is against public policy and void, and a violation of this chapter subject to the remedies in Section 6.50.200, except with respect to any rental exempt from the requirements of this chapter in accordance with California Civil Code Section 798.17 or other applicable laws or regulations.
