Upon the ordinance codified in this chapter taking effect and upon the commencement of by-district elections in the order established in Section 5.02.040, members of the city council except for the mayor shall be elected by district as defined in Government Code Section 34871 as amended from time to time or any successor statute. Candidates for city council must be eligible electors in accordance with Section 11 of Article IV of the City Charter who have resided in the district in which they seek election for at least the thirty days immediately preceding the time they file nominating papers or equivalent declarations of candidacy for such office, or for such person’s appointment to fill a city council vacancy.
