Special tax districts may be created under this chapter within the territorial jurisdiction of the city, or upon compliance with the procedures set forth in Section 5115 through 5118 of Chapter 2 of Part 3 of Division 7 of the Streets and Highways Code, may extend beyond the territorial limits of the city.
