All streets and pedestrian ways shall be graded, rocked and surfaced to widths and grades shown on the improvement plans and profiles signed by the city engineer; and approved by the city council or as established by law. The subdivider shall improve the extension of all subdivision streets and pedestrian ways to the intercepting paving line of any county road; city; street or state highway.
