Prior to the issuance of any building permit for the establishment of new dwelling unit, the applicant shall have complied with the provisions of this chapter. Fees due pursuant to this chapter shall be computed at the time of final map or parcel map approval; and shall be payable on a pro rata basis prior to issuance of building permits for each housing unit in the subdivision.
