The subdivision design shall conform to the pattern of arterials designated in the Petaluma general plan; and where applicable; the environmental design plan; and to any future street plan lines designated by the planning commission and approved by the city council. Whenever a subdivision fronts on a designated arterial; it shall be included in said tract and shall be platted by the subdivider in the location indicated.
