Within thirty days of filing of the application for the final map; the city engineer shall examine such and determine if all the data required has been submitted and the application is complete. If he determines that the application is incomplete; he shall issue a certificate of incomplete application and advise the subdivider of the data needed to complete the application. If the city engineer finds the application to be complete and all required data provided; he shall issue a certificate of complete application and begin action on the final map.
