Within three days of certifying a complete application of a tentative map for a subdivision; the planning director shall transmit the requested number of copies of such map together with accompanying data to such public agencies and utilities as may be concerned. Each of the public agencies or utilities may, within twenty-one days after the map has been issued a certificate of complete application; forward to the planning director a written report of its findings and recommendations thereon. Failure to respond within the required time period shall be deemed an endorsement of the project unless a written or oral report of findings and recommendations is presented directly to the planning commission at the time of hearing.
