"Public improvement" means street work, utilities, and other facilities proposed or required to be installed within the subdivision for the general use of all the subdivision lot owners and for local neighborhood or community needs. (Ord. 1046 NCS §1 (part), 1972; prior code Art. 22.2 (part).)
