"Block" means an area of land within a subdivision entirely bounded by any streets (other than alleys); freeways; railroad rights-of-way; natural barriers; or the exterior boundaries of the subdivision. (Ord. 1046 NCS §1 (part), 1972; prior code Art. 22.2 (part).)
