In carrying out its functions under the California Community Redevelopment law heretofore performed by the redevelopment agency, and in carrying out its functions under the California Housing Authority law heretofore performed by the housing authority, the Petaluma community development commission shall maintain separate books of account and shall not commingle funds which have been specifically designated for either the redevelopment or housing authority function.
