In addition to the other penalties specified by this code, any grading, excavation or work performed contrary to the provisions of this chapter by any person, firm, partnership, corporation, or agency, whether as principal, agent, employee, or otherwise, shall be, and the same is declared to be, unlawful and a public nuisance. The city attorney shall, on order of the city council, immediately commence an action or proceeding for the abatement and removal and enjoinment thereof in a manner provided by law; and shall take such other steps and shall apply to any court as has jurisdiction to grant relief and as will abate or remove such use and restrain and enjoin the violation.
