A. The transfer of a permit from the permittee to another person shall be subject to the prior written approval of the director of public works.

B. The person to whom a permit is being transferred shall agree in writing to comply with all of the requirements of the original permit and to such modifications as may be required, and shall furnish the required security before transfer of the permit will be approved.
