All persons using the airport shall be subject to, and governed by, the rules and regulations contained in Title 16 of the Petaluma Municipal Code, and all other applicable provisions of city ordinances and resolutions, county ordinances and resolutions, state and federal laws, and the Federal Aviation Administration Regulations.
