A. It shall be unlawful for any person to establish, use or maintain, or cause to establish, use or maintain, any illicit connection. Illicit connections include pipes, drains, open channels, or other conveyances that have the potential to allow an illicit discharge to enter the MS4. Illicit connections shall be subject to removal or abatement by the city pursuant to Section 15.80.230.

B. The prohibition set forth in subsection A above shall apply to illicit connections in existence at the time that this chapter becomes effective. Upon the effective date of this chapter, any person who maintains an illicit connection shall have thirty days from the effective date of this chapter to disconnect and discontinue use of such connection. Notwithstanding the provisions of this section, any person who maintains an illicit connection, as defined in Section 15.80.040, may apply to the city for a permit to continue the connection subject to applicable city standards.1

C. It shall be unlawful for any person to discharge water (including all nonstormwater discharges) not otherwise authorized, including discharges from organized car washes, mobile cleaning and pressure wash operations.
