It is the purpose of this chapter to provide for the fair and equitable recovery of costs from users of the city’s wastewater disposal system for the implementation of the program established herein. The applicable charges or fees shall be set forth in the city’s schedule of charges and fees which is adopted by resolution, and is subject to periodic change to reflect changes in cost of operating the program. No services of the wastewater system shall be furnished to a consumer free of charge. (Ord. 2402 NCS §2 (part), 2011; Ord. 2282 NCS §3 (part), 2007.)
