Quick closing or opening valves shall not be installed on any consumer’s pipes which are directly attached to the water system mains or service pipes. A consumer whose operation requires the use of a quick opening or closing valve must operate such device from a tank, cistern, sump or other facility which may be served by but not directly connected with the water system distribution mains or service pipes.
