The city may, from time to time and as found necessary, establish water benefit districts in and about the city and in and about the area served by the water department. Water benefit districts shall be established by the city by resolution of the city council in areas where the manager finds that it is necessary to install major mains having an inside diameter of twelve inches or more and of a length of one thousand feet or more.
