All main extensions constructed or hereafter to be constructed pursuant to Sections 15.08.120 through 15.08.150 shall extend across the full width of the street frontage of the property to be served. All main extensions shall have an inside diameter of not less than eight inches unless otherwise permitted by the manager. Prior to the commencement of construction of any mains or main extension under this section, the manager may require changes to be made in the plans and specifications; in any event, no construction of mains shall be commenced one hundred and eighty days after the manager approves the applicant’s plans and specifications unless the plans and specifications shall have been resubmitted to the manager for further approval or modification as needed.
