An applicant for water service whose premises fronted on a water distribution main in existence prior to September 1, 1959, shall pay connection fees as set forth in Section 15.08.010, with the exception, however, that any such applicant shall be entitled to a three-fourths-inch meter connection fee credit upon the first water service installation made at his request, but shall pay the service and meter charges as set forth in Section 15.08.010.
