The charge for any service to all patrons of a taxicab shall be calculated and indicated by the taxi meter required by Section 14.17.040, which shall be placed in such vehicle so operated so that the reading dial showing the amount to be charged shall be well-lighted and readily discernible by a passenger riding in any such taxicab.
