If the issuance of a certificate is approved, the council shall determine the terms and conditions upon which it shall be issued, including a determination as to the location of dispatch points, the rates to be charged for service, the amount of the performance bond required by Section 14.20.090, and the amount of compensation which must be paid to the city for the privilege of operating—such terms and conditions to be embodied in a resolution passed by the council at the time it authorizes issuance of the certificate.
