From and after the effective date of a resolution establishing a district as set out in this chapter, any applicant desiring to subdivide or otherwise develop real property within the district shall pay a charge based upon the adopted apportionment formula and the total cost set out in this chapter to the city. Said charge shall be paid prior to the approval of development, and approval of the development shall not be given until the charges have been received. (Ord. 1303 NCS §1 (part), 1978.)
