The public works director may place and maintain, or cause to be placed and maintained, either on land or water, such signs, notices, signal buoys, markers or control devices as he/she deems necessary to carry out the provisions of this chapter, or to secure public safety and the orderly and efficient use of the turning basin and marina, including the designation of anchorage or mooring areas.
