The provisions of this chapter shall not apply to any work done or to be done along, in or upon any public street, alley or other public place pursuant to any law of the state providing for the improvement thereof, or any such work pursuant to any action for the improvement of such street, alley or other rights-of-way authorized by the city council; provided, however, that the provisions contained in Section 13.12.050 shall apply to all such work.
