Any person dissatisfied with the decision of the director of public works taken under this chapter may appeal such decision to the city council. Such appeal shall be filed in writing with the city clerk within fourteen days of the date of the decision, and shall specify the basis for appeal and the relief sought by the appellant. The appeal shall be heard within two regularly scheduled meetings of the city council. The council may affirm, modify, or reverse the decision of the director in action taken by resolution.
