No person shall place, erect or maintain any business stand, advertising boards or other obstructions on any portion of any street or sidewalk of the city except that and notwithstanding any other provisions of this code, the city council may by resolution provide special permission for limited sidewalk sales by the retail merchants of this city and such sidewalk sales shall be part of a citywide retail promotional merchandising effort. Prior to the holding of any such sidewalk sales, permission for same must be requested of the city council, in writing, by the chamber of commerce or other organization of this city representing the merchants of this city, setting forth therein the date requested and such other matter as the council may from time to time require.
